Description of problem:
Bucket policies disappears in archive zone when an object is inserted in master zone bucket

How reproducible:
Always

Steps to Reproduce:
1.put a bucket policy to a bucket through master zone
2.check bucket policy. exists in both master and archive zones
3.upload a file to the bucket through master zone
4.check bucket policy. The one in master zone still exists, while the one in archive zone disappears. 

Actual results:
archive zone bucket policy disappears

Expected results:
archive zone bucket policy exists
