Description of problem:

Customer is asking:

When enabling dpdk on contrail vrouter, live-migration breaks because vhost interface doesn't support post-copy. [1]

When this happens, nova is trying to rollback the live-migration, but that doesn't work because of the lack of port binding. [2]

I see that this was backported down to W, but I was wondering if there was a downstream backport to the 16.2 branches.
