Description of problem:
Creating VM with "Create and edit", then back to the VM list page. After that, click the "Install" button and wait until the VM is "Running" and the button is changed to "Shut off". Then, click the "Pause" button. There will be a disabled "Install" button shown beside the "Shut off" button in the VM line

Steps to Reproduce:
1 Create a VM with "Create and edit", then back to the VM list page
2 Click the "Install" button, and wait until the button is changed to "Shut off" and the VM state is running, then check the VM line

Actual results:
1 After step 2, there will be a disabled "Install button" shown beside the "Shut off" button

Expected results:
1 After step 2, there should be only the "Shut off" button.
