Description of problem:
To simplify the update process of RHUI, this request is to have the CDS servers perform an update during the reinstall command that is run on the RHUA as part of the RHUA update steps (https://access.redhat.com/documentation/en-us/red_hat_update_infrastructure/4/html-single/migrating_red_hat_update_infrastructure/index#proc_updating-rhui-manager_assembly_upgrading-red-hat-update-infrastructure)

Actual results:
CDS servers are reinstalled with any new configurations provided from the RHUA's update, if any. No packages are updated on the CDS server.

Expected results:
Packages should be updated on the CDS server and new configurations should be pushed to avoid new configurations not working on older versions of services.
