Individual Bugzilla bugs that are migrated will be moved to status "CLOSED", resolution "MIGRATED", and set with "MigratedToJIRA" in "Keywords". The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Verify passed with ostree-2023.1-7.el9_2.x86_64 on 4.13.0-0.nightly-2023-08-11-101506 as this the latest accepted version, thanks Joseph and Colin for the guidance.
Create cluster using OCP 4.13.0-0.nightly-2023-08-11-101506 on gcp, exec steps according to the video of Colin (see https://issues.redhat.com/browse/OCPBUGS-15917?focusedId=22747033&page=com.atlassian.jira.plugin.system.issuetabpanels%3Acomment-tabpanel#comment-22747033), and run `ip link set ens4 down; sleep 5; reboot`, check the node is down, when node is back after waiting about 30min, check that we have kernel parameter `test=1`.
