Expected results:
ODF should be running on c2 cluster post hub recovery along with all existing applications on c2.

The ACM issue is fixed for new installs in ACM 2.9.0-SNAPSHOT-2023-08-23-03-41-40.

Remove needinfo, issue can be tested with ACM 2.9.0-SNAPSHOT-2023-08-23-03-41-40 and newer for new installs (upgrade not yet fixed).

Tested clusters with ACM :

* ACM fresh installs (2.9.0-180)
* ACM upgraded from 2.9.0-DOWNSTREAM-2023-09-25-03-28-24 to newer version 2.9.0-DOWNSTREAM-2023-10-08-08-16-57

Pods on openshift-storage ns was intact on both the managed clusters after hub recovery

hence moving the BZ to verified
