Description of problem:
Latest rebase of the Node.js did not get to the container image, because the update was removed from the Batch#2 due to segfault issue found late in the process. This ticket tracks rebuilding of the ubi9/nodejs-16-minimal image with the latest nodejs version (16.20.1).
