Verified this issue on RHEL 8.8 with kexec-tools-2.0.25-5.el8_8.2, the build works well, fixed the issue.

Checked on hyper-v with RHEL 8.8 compose + kexec-tools-2.0.25-5.el8_8.2.x86_64, this issue has been fixed.
[root@vm-197-92 ~]# rpm -qa kexec-tools
kexec-tools-2.0.25-5.el8_8.2.x86_64
