Patch to remove header

Hi,

Current spec file claims this.

"This is the PostgreSQL Global Development Group Official RPMset spec file"

which is not correct. Attached is a small patch which removes first few lines which refers to PGDG packaging.

Thanks!

Devrim (PGDG packager :-) )

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
