Hi, you're confused by the libsoup 3 compatibility cliff:

 * RHEL 9 uses libsoup 2 and webkit2gtk-4.0
 * RHEL 10 will use libsoup 3 (corresponding to webkit2gtk-4.1, though we won't provide WebKitGTK anymore at all)

There is no way libsoup 3 is coming to RHEL 9. If you really need it, you'll need to build it in EPEL. It's unlikely that GnuCash would be able to use it either, because it probably links to something else that depends on libsoup 2, and applications will crash if libsoup 2 and libsoup 3 are both linked together. What you really want to do is either (a) patch GnuCash to use libsoup 2 again, or (b) ship the last version of GnuCash prior to its switch to libsoup 3
