sudo dnf install qt5-qtwebengine-devtools

The main QtWebEngine maintainer decided in 2019 to not install the devtools by default anymore. More precisely, it was split into a subpackage to work around a multilib conflict (see bug 1663299), and the subpackage is not installed by default to save space.

I could add a Requires or Recommends to the falkon package, but I fear that may lead to falkon simply getting dropped from the KDE Spin altogether. Its maintainers prefer shipping a second, completely redundant browser with its own redundant web engine (Firefox) rather than a fully functional QtWebEngine. There is not much I can do about that, as all my attempts to get that fixed have been rejected so far, see, e.g., bug 1920298 for the latest one.
