Kubernetes 1.28.0 does not build correctly on Fedora 40 (rawhide), F39, or F38. Two confounding issues are present - a go.env file was missing from golang 1.21.0 on rawhide/f39 so GOPROXY was not set correctly. Corrected. Second, upstream added code that triggered a go install pulling content from the internet. Network access is blocked during a build on fedora. Upstream has a patch to bypass this code during normal build and only use it for certain tests.

Upstream fix for v1.28 build problem on F40, F39, F38 resolved with https://github.com/kubernetes/kubernetes/pull/119982.
