Description of problem:
In Reef, cephadm can deploy jaeger-tracing and elasticsearch container images. https://docs.ceph.com/en/reef/cephadm/services/tracing/

We do not intend to ship or maintain those images for RHCS 7.0, so we're removing them from cephadm.

Steps to Reproduce:
1. ceph orch apply jaeger
2. check deployed images


Actual results:
cephadm deploys upstream jaeger images from quay.io

Expected results:
cephadm does not deploy jaeger or elasticsearch
