Steps to Reproduce:
1. Click on User dropdown on top right side of OCP console.
2. Click User Preferences.
3. Click Language.
4. Select different languages and check whether changes are reflected to the ODF UI.

Additional info: Not too many new texts are introduced in ODF for 4.14 release, so making sure that all existing functionality is working fine and nothing is breaking with OCP 4.14 should be sufficient.

Language switching via user preferences is working fine. No functional issues observed for 'Data Foundation' 'Object Storage' while navigating in locale UI.
Some content is in English (missing translation). Tracking these issues separately via different bug.

Version verified on 4.14.0-139 stable.
