This is a tracking bug for Change: Sericea and Sway Spin Xorg-less

At the moment Sericea and Sway Spin ship with xorg-x11 packages.
This proposal aims to remove xorg-x11 packages from such artifacts.

I believe this was implemented by 8997879647a513c352c09012f7579dd355e33823 in fedora-comps and https://pagure.io/workstation-ostree-config/c/11fb756e709745d9d998955b76f110d2900a3675?branch=main . Setting ON_QA to indicate code complete.
