According to the [BZ 2233560](https://bugzilla.redhat.com/show_bug.cgi?id=2233560), there's an issue with the default overcloudrc provided after a fresh install. In order to avoid this bug, the user should change the overcloudrc file as follows:

From:

`export OS_COMPUTE_API_VERSION=2.latest`

To:

`export OS_COMPUTE_API_VERSION=2.1`
