Description of problem:
The csi-cephfsplugin and csi-rbdplugin Pods are required to have one replica per Node, so the workloads on that Node using the CEPH storage backend can actually connect to it.
If the Pods are not scheduled for some reason, usually related to Node capacity and  race conditions on scheduling (see https://bugzilla.redhat.com/show_bug.cgi?id=2232582), no alerts are generated to the SRE teams supporting the workloads.

Steps to Reproduce:
1.Install the OCS-Consumer OCM Addon
2.Make the CSI pods not schedulable (by setting requests above the Nodes capacity)


Actual results:
No Alerts are generated.

Expected results:
SRE team is alerted whenever CSI Pods can't schedule.

The ODF Managed service product got canceled and is now considered obsolete
