Description of problem:

  Libtiff is built without LERC compression support enabled. 

  A LERC package, liblerc (https://packages.fedoraproject.org/pkgs/liblerc/liblerc/), is available since Fedora 37.

Additional info:
  liblerc-devel needs be added as BuildRequirement (see attached patch). 

  I did a copr build with the patch applied:
