As part of https://fedoraproject.org/wiki/Changes/BiggerESP , the maximum size of the EFI system partition was set to 2G. This is quite large, and caused quite a few unwanted consequences which have not yet been addressed:

it seems to have not been entirely understood that the "maximum" size is actually the one the installer will use in virtually all cases, given current partitioning logic.

There is a PR to reduce the maximum size again to 600M, which should be enough for firmware images:

we can try again to deal with the issue of UKIs at a later time.

This bug is proposed as a Beta FE to land this change for F39 Beta. The Change owner (hughesie) supports this, and per nirik, "Several FESCo members liked the idea of dropping the max size" (https://bugzilla.redhat.com/show_bug.cgi?id=2208181#c4 ).
