As discussed at https://bugzilla.redhat.com/show_bug.cgi?id=2233235#c3 , the updates to implement the https://fedoraproject.org/wiki/Changes/NoCustomQtThemingForWorkstation Change just missed the Fedora 39 Beta freeze, and we have approved a freeze exception for this.

However, that was done by proposing and approving the Change tracker bug directly as an FE issue, which causes some process problems. Change tracker bugs should *not* be closed at this point in the release cycle, but blocker/FE bugs *must* be marked as fixed by the relevant updates and closed when they are pushed stable. So I'm filing this bug and transferring the FE status here. I will mark the updates as fixing this bug. That way we can track the updates properly in the FE process, and the Change tracker bug will not be closed prematurely.
