Description of problem:
NAVI 31 fails to boot with firmware linux-firmware-20230814-139, whole system unavailable. After downgrading to linux-firmware-20230726-138.el9 system will boot without problem with Navi 31 dGPU. After manually copying gc_11_0_0_mes1.bin.xz and gc_11_0_2_mes1.bin from linux-firmware version -138 to -139 system works also.

These 2 firmware blobs were reverted upstream in ae80f1f10609 Revert "amdgpu: partially revert firmware for GC 11.0.0 and GC 11.0.2"

With linux-firmware-20230814-140.el9_3 there is no issue during boot and also no issue in user session, HW acceleration is working on NAVI 31.
