This is an upstream commit fixing CVE-2022-48554: https://github.com/file/file/commit/497aabb29cd08d2a5aeb63e45798d65fcbe03502 found in file since version file-5.42. All current (https://src.fedoraproject.org/rpms/file) supported versions of fedora contain the file in this (5.42) or later versions.
