The fix for this issue was included in libssh2 version 1.10.0. EPEL-9 already has that version. The EPEL-8 update (libssh2 was previously at 1.9.0 in EPEL-8) is based on the EPEL-9 package. There should be no compatibility issues.

libssh2 (version 1.8.0) is in the EL-7 base OS and hence not EPEL-7.
