For https://fedoraproject.org/wiki/Changes/EnableFwupdRefreshByDefault, we need to enable fwupd for some editions via the presets in the fedora-release package.

This should be fixed with https://bodhi.fedoraproject.org/updates/FEDORA-2023-b6ba534558 which landed in stable yesterday and should be in composes soon.
