Description of problem:
When a dnf module is active, then updates from that module are Installable. Active module is also a default module which is not enabled. Satellite should show these updates as Installable

1. sync rhel8 baseos and appstream repos
2. register a system with e.g. qemu-guest-agent-15:4.2.0-59.module+el8.5.0+12817+cb650d43.x86_64 installed
3. make sure the default `virt` module is active but not enabled on the host
4. satellite shows qemu-guest-agent as up-to-date
5. dnf can install updates

Actual results:
Satellite does not show installable update for modular package from active default module (not enabled), update is installable by DNF because DNF finds updates in all Active not only in Enabled modules. Default module is by default an active module and it is automatically enabled with `dnf update` command.
Expected results:
Satellite shows installable updates from default (active) modules.
Additional info:
I had a Content View set up to filter errata up to a certain date, but it is probably not needed to reproduce the issue
