In RHBZ 2233948, cloud-init presets were added to Fedora's default list of systemd presets. The cloud-init package is commonly used in all types of cloud environments for initial configuration of the cloud instance.

Adding the presets ensures that any base images with cloud-init installed will have a proper initial configuration laid down as soon as the instance boots.

I would like to get this change backported into F39 to avoid issues there.

Proposed as a Freeze Exception for 39-beta by Fedora user ngompa using the blocker tracking app because:

 This is required for the Cloud SIG to continue experiments with osbuild/IB.
