I should have double-checked for version upper bounds rather than taking the successful impact check in https://src.fedoraproject.org/rpms/python-keyring/pull-request/23 at face value. pgAdmin upstream still pins 23.*, but the code doesn’t appear to use the keyring.backends.OS_X or keyring.util.properties modules, and the removal of these modules was the only breaking change in version 24, so it should be possible to loosen the dependency version.
