Description of problem:
 There is a repeating message in mtq-controller pod logs (every 16-17 minutes) even after removing the Namespace.

1. In the namespace without virtualMachineMigrationResourceQuota - create and migrate VM 
2. check mtq-controller pod logs
3.

Actual results:
 repeating message in logs 

Expected results:
 Probably current message should appear only when VM exists and migration initiated

Verified on CNV-v4.14.1.rhel9-62 - no repeating log messages in mtq-controller pod
