While upgrading from Fedora 38 to Fedora 39 libspatialite got downgraded.
The issue seems to be that Fedora 39 build dropped release sequence from Fedora 38 and got a -1 instead of a -21 causing the downgrade issue.

reset to release 1 should happen only on new version being released avoiding such downgrades.

Reproducible: Always

Steps to Reproduce:
1.install fedora 38 with libspatialite
2.upgrade to fc39
3.
Actual Results:  
libspatialite get downgraded

Expected Results:  
libspatialite should get updated

That was probably a typo when updating where 5.0.1 should have been 5.1.0. But it is actually strange that koji even let me submit that build, it typically refuses if a newer NVR is already built.

FEDORA-2023-ab90dce13b has been pushed to the Fedora 39 testing repository.
Soon you'll be able to install the update with the following command:
`sudo dnf upgrade --enablerepo=updates-testing --refresh --advisory=FEDORA-2023-ab90dce13b`
