Update to version bind 9.18.18 failed to pass unit test rbtdb_test.

Reproducible: Always

Steps to Reproduce:
1. enable unit tests during build
2. use bind 9.18.18
3. fedpkg mockbuild --root /etc/mock/fedora-rawhide-i386.cfg
