Feature:
Make the `pg_autoscaler` module persist individual pool configuration for the autoscaler mode after the `noautoscale flag` is set.
Reason:
The `pg_autoscaler` currently does not persist in each pool's `autoscale mode` configuration when we set the `noautoscale` flag. This is not the behavior we want since it would mean after turning the `noautoscale` flag on/off, you would need to go back and set the autoscale mode for each pool again.
Result:
Turning the `noautoscale` flag on/off still retains each pool's original autoscale mode configuration.
