Description of problem:
Installed Fedora 38 in safe graphics mode.  System updates called out that there were updates to apply, and I selected the Reboot and Install option.  On the next boot after the updates installed, Fedora popped up this error message.

Then proposing as an F39 Final FE. It's good to avoid scary warnings appearing when booting the live or on first boot after install.
