Description of problem:
No package available to install Latex IEEEtran.cls

Please branch and build Latex class: IEEEtran in epel9.

Reassigning to texlive-extension to be added to that package.

This is a subpart of texlive which is in RHEL and not EPEL. Thus it needs to be added to the extension package for a partial 'rebuild'.

Based on your resolution:

I tried to intall it, but no success. 
Now my problem is when i try the command:

`sudo dnf install texlive-extension`
or 
`sudo dnf install texlive-extension-20200406-34.el9`
or
`dnf --enablerepo=epel-testing list texlive-extension\*`

it replies: 
`Error: Unable to find a match`
or
`Error: No matching Packages to list`

So i'm not sure what is wrong?

texlive-extension is the source rpm that builds many binary rpms. 
To test this do

dnf --enablerepo=epel-testing list texlive-IEEEtran
dnf --enablerepo=epel-testing install texlive-IEEEtran
