Description of problem:

Creating a user with the correct Role requirements for Remote Execution ("Remote Execution Manager" "Remote Execution User") Does not allow for the user to see the "Run Job" button via the Satellite UI.

Steps to Reproduce:
-------------------
1. Create a User in the Red Hat Satellite.
2. Add the Roles, "Remote Execution Manager" and/or "Remote Execution User" to the newly created User from Step 1.
3. Enter all required fields per user creation and click Submit.
4. Impersonate that user as an Admin or logout and login as the newly created user.
5. Navigate to ~~ Monitor -> Jobs 
6. Only button present is the "?Documentation" button


Actual results:
---------------
User is unable to see the `Run Job` button and therefore, unable to execute jobs per the guidance of the documentation.


Expected results:
-----------------
Attaching the Roles should allow for the user the ability to see the `Run Job` button and follow on, execute jobs per the Satellite UI.


Additional info:
----------------
Workaround: If the user is given `Administrator` permission/Role, then they are able to see the, `Run Job` button and click it for job invocation.

Tested on Satellite 6.12.z, this works as expected when adding required Remote Execution Roles to the user.

As a workaround, you can always go to Hosts > All Hosts, select the hosts first and then click schedule a job in the actions dropdown

This seems to be a duplicate of (or at least have the same root cause as) BZ2255026. The changes done to resolve it are on the smaller side of things and we could probably backport them to both 6.14.z and 6.13.z if there will be any. Should we keep this BZ for the Z-streams or close it as a dupe and then do the Z-stream dance around the other BZ?

Closing in favor of https://bugzilla.redhat.com/show_bug.cgi?id=2255026 which seems to fix the issue based on Comment 5 and is Verified in 6.15.0,
and it is being proposed to 6.14.z
