Package puppet-foreman_scap_client is not installed by default (as dependency of satellite)

It can be installed using satellite-installer option --foreman-proxy-plugin-openscap-puppet-module

VERIFIED with Satellite 6.13.6 SNAP1 @RHEL8.8 (satellite-6.13.6-1.el8sat.noarch)
