Moving this bug to POST for triage into Satellite since the upstream issue https://projects.theforeman.org/issues/36673 has been resolved.

Bulk setting Target Milestone = 6.15.0 where sat-6.15.0+ is set.

Verified on Satellite Stream snap 35

Steps:
1. Configure Satellite for provisioning
2. Create a host > add host parameter `remote_execution_ssh_user` to any external user and set `remote_execution_create_user` to `true`
3. Submit the build
4. Review the provisioning templates

Conclusion:

The directory ownership of the given remote execution user is properly set.
