To enable this new Rook setting from the OCS operator, the latest Rook API must be updated at the same time that is pulling in some more changes from upstream than what is strictly required for this setting. See the linked PR. The additional changes are not considered risky, but neither can they be separated from this change. The Rook PR had been ack'ed a while back by QE, but coming this late in the cycle we just need to confirm that QE has the bandwidth available to test this change for OSDs flapping still in the 4.14.0 timeline. The change to support flapping OSDs is not a trivial change. If we go ahead and merge this, we also need to consider the possibility of reverting this change if we find any regressions in OSDs during this testing. Elad, please consider whether to ack this.
