python-backrefs fails to build with Python 3.13.0a1.

The build fails with 
  FileNotFoundError: [Errno 2] No such file or directory: '/builddir/build/BUILD/backrefs-5.5.1/tools/unicodedata/15.1.0/DerivedNormalizationProps.txt'

The package prepacks Unicode data, but the latest version available in the backrefs repository is 15.0.0.
Python 3.13 updated unicodedata to 15.1.0 which triggers download from a remote repository - and fails, as it's not possible to connect to the internet during the build.

Python 3.13 is planned to be included in Fedora 41.
To make that update smoother, we're building Fedora packages with all pre-releases of Python 3.13.
A build failure prevents us from testing all dependent packages (transitive [Build]Requires),

This bug appears to have been reported against 'rawhide' during the Fedora Linux 40 development cycle.
Changing version to 40.
