Description of problem:
Currently driver cgroups are managed by monolithic libvrtd. Tripleo cannot use systemd-machined for cgroups management because of blockers, all VMs after an upgrade from 16.2 > 17.x that are NOT managed by machined are not working after a container restart
because of upgrade blockers



How reproducible:
Deploy any 17.1.x OSP

Steps to Reproduce:
1.Deploy any 17.1.x OSP (NetApp, LVM ISCSI)
2.Boot VM 
3.Restart nova-libvrt twice!
4.Try running virsh cpu_stats (should fail)
5.Perform volume attach / detach (should fail)


Additional info:
This is a tracker bug for making sure that when we make sure if 17.1.2 is deployed we install the correct packages to use systemd-machined to manage cgroups and also to make sure if we do an FFU from 16.2 > 17.1.X that we add packages before the OS upgrade from RHEL 8.4 > RHEL 9.2.
