For image-based systems we run the %post on the server side (true of e.g. Red Hat Image Builder as well as rpm-ostree etc.)

This bit of logic https://src.fedoraproject.org/rpms/kexec-tools/blob/rawhide/f/kexec-tools.spec#_272
likely needs to move to a systemd unit that will run per machine.
