While this code is present in upstream 6.0 branch (in libavcodec/evc_parse.c), we don't ship it in Fedora.
It was split into evc_ps.c in https://github.com/FFmpeg/FFmpeg/commit/1e189fed7aba09e7b2198fd5460331ea9501d248 , which is why upstream patch doesn't apply.
