Verified. 

Version Tested: Satellite 6.14.1 Snap 2.0

Verification Steps:
1. Register a host to Satellite and install leapp/leapp-upgrade packages on it.
2. Create a user with "Organization admin" role on Satellite
3. With this user execute Pre Upgrade Leapp job on the host.

Observation:
Leapp Pre-upgrade and Upgrade job runs successfully and host is upgraded to the next/target version.
