Description of problem:
After disabling and re-enabling octavia-related templates from overcloud deploy command, deployment is now failing on "Configure octavia on overcloud" >  "Update CA private key" task

Version-Release number of selected component (if applicable):
RHOSP 17.1 - tripleo-ansible 3.3.1-1.20230518201538.el9ost 


Steps to Reproduce:
- deploy the overcloud enabling tls and octavia
- "disable" (remove octavia's templates from deployment command) octavia
- "re-enable" (reintroduce octavia's templates in the deployment command) octavia

Actual results:
Deployment fails on "Configure octavia on overcloud" >  "Update CA private key" task

Expected results:
Deployment to succeed
