Description of problem:
Creating the cephfs using the dashboard is failing for multiple mds daemons

How reproducible:
Always 

Steps to Reproduce:
1. Go to the File system option in the ceph dashboard
2. Create the file system, Mention the name, and select the host in the placement 
3. Select more than 1 host 

Actual results:
It is failing to create the cephfs when we select more than 1 host in the hosts section.

Expected results:
Ceph should create the cephfs with multiple mds daemons
