Description of problem:
It looks like after delivering workaround for https://access.redhat.com/articles/6975397 there is a new default LimitRequestBody of 1 GB set for httpd (kudos to Flavio for figuring this out).

1GB is too small for many images operators upload via Horizon, so default definitions should be changed. It doesn't look like other RHOSP services are affected.

limitreqbody parameter is available in RHOSP 17.1 for apache::vhost. It looks like we can change default definition of HorizonVhostExtraParams THT parameter to set higher limit by default.

Error "Request Entity Too Large"

Image is uploaded properly
