Description of problem (please be detailed as possible and provide log
snippests):
There is only one go.mod in the Ramen repository. The consumers of Ramen API are therefore forced to pull in too many dependencies which are not really required.

Version of all relevant components (if applicable):
4.15

Solution: Create a new go.mod file for the API package and the consumers of Ramen, like MCO can depend on that go.mod file.
