Description of problem:

Downstream GDAL https://lists.osgeo.org/pipermail/gdal-dev/2023-December/058167.html, is requesting an upgrade to libjpegturbo >= 3, to access 12-bit JPEG support, and to permit unvendoring: 

> "I also see that Fedora Rawhide still ships libjpegturbo < 3.0 (it would be good that someone more familiar with that part of the ecosystem brings that to the attention of the maintainer of the package)". 

So it would be useful to know what might be the obstacles to >= 3 in F39 and rawhide, please.
