Verified. 

Version Tested: Satellite 6.13.7 Snap 1.0

Verification Steps:
1. Spin a host and install leapp packages on Satellite.
2. Create a user with "Organization admin" role.
3. With this user execute PreUpgrade Leapp job on the host.

Observation:
Leapp Pre-upgrade and Upgrade job runs successfully and host is upgraded to the target version.
