This is a tracking bug for Change: Haskell GHC 9.6 and Stackage LTS 22

Update the GHC Haskell compiler from major version 9.4 to 9.6 and Haskell packages from Stackage LTS 21 to LTS 22 versions.

Hi Jens,

Im checking in with change owners now that we are passed the Testable deadline for F40 changes and are approaching beta freeze and the 100% complete deadline on how the change is coming along? If you have any updtaes to share on the progress of the work to understand if things are on track and the change is still targeting F40, that would be most helpful.

I think this is not done. The current ghc in Fedora 40 is ghc-9.4.5-139.fc40 .

Adam is correct, sadly I was not able to find sufficient time for it.

I will move the target to Fedora 41.

I went ahead and updated the wiki target version and tag to F41.
