Please build a uwsgi plugin for Python 3.11 in epel9

FYI: there already is a "uwsgi-plugin-python3" which is build for the stock Python 3.9, but there is no plugin available for the appstream Python 3.11

There's a build in https://koji.fedoraproject.org/koji/buildinfo?buildID=2368441, can you see if that works for you?

Thank you. Tested extensively over the last 24 hours. This build works correctly for our application.

	uwsgi-plugin-python311-2.0.23-3.el9.x86_64.rpm
