FYI: there already is a "uwsgi-plugin-python3" which is build for the stock Python 3.9, but there is no plugin available for the appstream Python 3.11 There's a build in https://koji.fedoraproject.org/koji/buildinfo?buildID=2368441, can you see if that works for you?
